I recently picked up an Edelbrock 1721 Performer RPM Street Fuel Pumps. It only has an fuel inlet and outlet, no return line. Can I just plug off the return line going to the tank?

Yeah you can plug the return line. I'm not sure why Edelbrock doesn't offer these pumps with provisions for return lines.
